Police say a woman faces felony neglect charges after her toddler was found wandering Dubuque streets with her dog alone. 32 year old Shanequa Grisson of Dubuque was arrested Saturday around 7pm at her residence on three counts of neglect or abandonment of a dependent person. According to a report, officers were dispatched around 5pm Saturday for a report of a child and dog walking alone. Police located a 4-year-old girl and her dog alone with no caretaker. The girl told police that she and the dog had left her residence without her mother, who was later identified as Grisson. The charge is punishable by up to 10 years in prison.
